Candace Balmer has been with RCAP Solutions since 1997, assisting small, rural communities to plan, fund, implement and maintain community water and wastewater projects. She is a skilled technical educator and trainer. Previously, she held the position of Associate Director, Pollution Abatement Technology Program, Westchester Community College, Valhalla, New York, and of Project Engineer, Environmental Resources Management, Inc., Exton, Pennsylvania. Education: A.A.S. in Water Quality Monitoring; B.A. in Anthropology; M.S. in Environmental Engineering.

Amy Lee Forsha, Pennsylvania State Manager, lives in Pennsylvania and joined RCAP Solutions in September 2023. Mrs. Forsha has over 17 years of municipal management experience. Most recently, Mrs. Forsha worked for Derry Borough as manager where she oversaw the daily operations of a small water, wastewater, and MS4 stormwater system. She has experience in regulatory compliance, budgeting, mapping, and project management. Previously working for a small rural municipal authority, Mrs. Forsha understands the technical, managerial, and financial struggles facing small systems with limited resources. Education: B.A. in Environmental Studies with a Minor in Biology from the University of Pittsburgh at Johnstown. Professional Certifications: PA DEP Wastewater Operator’s License Class A, Subclass 1 & 2 and PA DEP Water Operator’s License Class A, Subclass 1, 7, 8, & 11.

Mark joined RCAP Solutions in April 2024. Previously serving as compliance specialist for a drinking water plant outside of Philadelphia, Mark’s expertise focuses on meeting regulatory requirements, plant optimization, and community/stakeholder engagement. Prior to working in public water, Mark served as a special education teacher in Chester County. He has a B.A. in Political Science from Wheaton College, and an M.A. in Educational Leadership and Administration from Immaculata University.
