Jim Starbard joined RCAP Solutions in 2009. He has 8 years’ prior experience as a licensed sanitarian with duties including approval and inspection of septic system repairs and installations, plan review, soil evaluation, percolation testing, field inspections, system oversight, well plan approval and inspection including water quality testing, inspection and enforcement of MA State Sanitary Code and other applicable regulations. Education: B.S. in Health Science, Worcester State University; Master of Occupational and Environmental Health, Anna Maria College. Kevin Gardner joined RCAP Solutions in July 2023. His experience includes working at the Quonset Development Corporation as an Industrial Pretreatment Program (IPP) Inspector/Operator for several years. During his time at the Quonset Development Corporation, Kevin was responsible for performing inspections of commercial facilities to ensure compliance with wastewater discharge permits and pretreatment requirements. He operated, maintained, and inspected all components within Quonset Business Park’s wastewater treatment and collection system. Kevin also has experience with lab duties, including sampling duties and pH calibrations. In addition, Kevin is also a volunteer firefighter with the Richmond-Carolina Fire Department in Rhode Island. Education: Johnson & Wales University, Business Administration studies (still attending). Certifications: Grade 3 Wastewater Operator by RIDEM, Grade 2 Collection System Operator by NEWEA, Grade 1 Lab Analyst by NEWEA.
