Board Spotlight: Meet Jeff Fox!

Jeff Fox, RCAP Solutions Board Member & Finance Committee Chair

Jeff Fox, a lifelong advocate for service, community, and making a difference, joined the RCAP Solutions Board of Directors in 2025.

When you talk with Jeff Fox, one theme emerges repeatedly: giving back. Whether he’s supporting nonprofit organizations, donating platelets, cheering on his grandchildren from the sidelines, or serving on the RCAP Board, Jeff has spent much of his life finding ways to help others. With a career spanning more than four decades in the insurance industry, combined with a lifelong commitment to community service, Jeff brings a unique perspective to RCAP’s Board, grounded in expertise, compassion, and a belief in the importance of strong communities.

Family Is His Greatest Achievement

When asked what he’s most proud of, Jeff will tell you about his family. He and his wife celebrated 45 years of marriage this year. Together, they’ve raised two daughters and now enjoy spending time with their five grandchildren, who are active in basketball and soccer.
During basketball season, Jeff and his wife can often be found traveling from gym to gym, attending game after game. “We probably attended over 30 games in January,” Jeff remarked with a laugh.

When he’s not watching sports, he enjoys hiking, biking, golfing, and reading history books.

A Lifelong Commitment to Helping Others

Jeff noted that service has been part of his life for as long as he can remember. Growing up in Wisconsin, his parents instilled the importance of giving back through volunteer activities with organizations such as the Boy Scouts and Salvation Army. Those early experiences helping others left a lasting impression and helped shape the path he would later follow.

Another meaningful way Jeff gives back is through platelet donation. Since retiring, he has made donating platelets a regular part of his routine, visiting the American Red Cross twice each month and dedicating several hours per donation to help patients in need. The commitment recently earned him a special milestone: his 100th platelet donation. The donation centers often share where his platelets are sent, connecting his efforts to hospitals and patients across the country. “It’s interesting because they tell you where it goes,” Jeff said. “You know it’s helping people.”

Building a Career Around Service

A native of Wausau, Wisconsin, Jeff earned a Bachelor of Science degree from the University of Wisconsin-Stevens Point, graduating with a double major in Economics and Business Administration and a minor in Finance. He also earned two of the insurance industry’s most respected professional designations: Chartered Property and Casualty Underwriter (CPCU) and Associate in Risk Management (ARM).

He began his career with Sentry Insurance before joining Wausau Insurance, where he helped create the company’s Custom Accounts Division. The division specialized in developing insurance and risk management programs for associations, franchise groups, and human and social service organizations. “Human services became my focus,” Jeff explained. “That’s all I did.”

After moving to New Hampshire in 2000, Jeff later joined TD Insurance and eventually became the firm’s National Human & Social Services Practice Leader. In that role, he worked with many of the region’s largest nonprofit organizations, helping them navigate the unique risks and challenges associated with serving vulnerable populations. In 2009, he partnered with North American Family Institute to create the Captive Advantage Program, designed specifically for human and social service organizations. The program remains active today and serves organizations throughout the sector. Eventually TD Insurance became part of USI Insurance Services in 2012, and Jeff continued his leadership role until his retirement in October 2023.

A Natural Connection to RCAP

Through his work serving nonprofit organizations, Jeff first became familiar with RCAP in 2006, providing insurance and risk management expertise to the organization. After retirement, serving on the RCAP Board felt like a natural next step. “It was about giving back,” Jeff noted. “Helping an organization that helped me throughout my career.”

Jeff believes his greatest contributions to RCAP come from his background in risk management, insurance, and finance. Having spent decades helping nonprofit organizations assess risk and protect their assets, he offers a perspective that supports strategic decision-making and long-term planning.
Although Jeff thought he knew RCAP well before joining the Board, he admits that serving as a board member has been eye-opening. “There’s more to RCAP than meets the eye,” he stated.

While he was familiar with RCAP’s affordable housing portfolio from an insurance perspective, he has gained a deeper appreciation for the organization’s broad range of programs, funding sources, and community impact. From housing and environmental services to utility assistance and community development initiatives, Jeff has been impressed by the complexity of RCAP’s work and the dedicated staff who make it happen. He has also developed a renewed appreciation for the organization’s finance team and the intricate work required to manage numerous funding streams while maintaining compliance and accountability.

Bringing Expertise to the Board

His previous board experience has also been invaluable. Most notably, Jeff served 12 years on the Board of The Richie McFarland Children’s Center in New Hampshire, where he held multiple leadership positions, including Treasurer, Board President, and Executive Committee member. Today, he also serves on the Board of Work, Community, Independence, Inc. (WCI), continuing his longstanding commitment to nonprofit leadership.

Why RCAP’s Mission Matters

What resonates most with Jeff about RCAP’s mission is its focus on two fundamental human needs: housing and clean water. “Everybody should have a warm place to live, and they should be able to drink clean water,” he says.

He is particularly passionate about addressing housing insecurity and recognizes the growing importance of affordable housing solutions as the population continues to age. “The demand for affordable elder housing is only going to go up.”

Looking Ahead

As one of RCAP’s newer board members, Jeff remains focused on learning, contributing, and helping the organization continue to fulfill its mission. His goal is to continue serving as long as he can make a meaningful contribution. “I’m honored to be on the board and just hope that I can bring some value to the organization.”

With his decades of leadership, deep nonprofit expertise, and lifelong commitment to serving others, it’s safe to say he’s already doing exactly that.
