USDOT Thriving Communities Program: Municipalities in Maine Transform Their Transit
Funded and supported by the U.S. Department of Transportation (USDOT), the Thriving Communities Program (TCP) is a national initiative that provides technical assistance and capacity-building support to help under-resourced communities access federal infrastructure funding and implement projects aligned with local priorities around transportation initiatives.
RCAP Solutions is proud to serve as the lead capacity builder under this program for Maine and Maryland, working directly with rural communities to bring these goals to life.
In August 2025, we hosted a series of site visits and stakeholder meetings that highlighted ongoing multi-year technical assistance projects across Midcoast Maine and the City of Ellsworth, where RCAP Solutions is collaborating with local leaders and stakeholders to develop transformative transportation projects focused on improving mobility, expanding transit access, and driving economic growth.
