Laurie Stevens joined RCAP Solutions in March 2019. She brings 20 years of experience in both the public and private sector in engineering, environmental and community development fields. She has served in several high-level management roles ranging from engineering, design, compliance and financial management of water and wastewater systems to real estate management. She has supervised planning, zoning, and engineering departments, overseen operations of public water systems and wastewater treatment facilities, and managed environmental projects from concept to construction. Education: M.S. Environmental Engineering, Worcester Polytechnic Institute; B.S. in Civil Engineering, Worcester Polytechnic Institute. Madden joined RCAP Solutions in January 2025. Her experience includes working to develop geospatial solutions at several large telecommunications companies, as well as a GIS Analyst at the Cape Cod Commission. In her prior roles, Madden was responsible for creating and managing extensive geospatial databases containing a variety of data types, including GIS (Geographic Information System), CAD (Computer-Aided Design), and tabular data. Madden has extensive experience with ArcGIS Pro, AutoCAD, 3GIS, and numerous other software and programming languages. In her current role as GIS Specialist for RCAP Solutions, Madden works with small public water and wastewater systems to provide GIS utility mapping, asset management planning, source water protection services, and more. Madden holds a Master’s Degree in Geo-Information Sciences from Salem State University and a Bachelor’s Degree in Environmental Studies from Dickinson College.

Sarah Buck re-joined RCAP Solutions as the New Project Director in August of 2024 after more than 5 years at the RCAP national office as their Chief Programs Officer. She previously spent just over two years at RCAP Solutions, as the Deputy Director of Community Resources, from 2017-2019, where she helped to oversee all regional water, wastewater, and solid waste programming. Sarah also spent four years at another of RCAP’s regional partner organizations, RCAC, based in California, where as a Rural Development Specialist II she developed and managed the flagship Agua4All program and was an active member of the Community Leadership, Median Household Income Survey, and Regionalization teams. Sarah has been involved in the water resources management and community development industry since 2011 and has been part of the RCAP network since 2013. Sarah lives in a cabin on Long Lake in Bridgton in rural western Maine.

Sarah has extensive experience in fund development, grants and contracts management, strategic program development and implementation, capacity building, professional facilitation, community outreach, communications, and adult education and training. She has been involved in the administration of federal and state funding programs and numerous smaller public and private grant programs for more than a decade.

Sarah graduated magna cum laude with a BA in International Studies from Middlebury College in Vermont with a concentration in Spanish/Hispanic Literature and Culture and a double minor in Russian and Political Science. She is a certified facilitator and environmental educator in both Project WET and Project Learning Tree. Sarah holds certificates of completion for participation in the following courses: Common Ground Mediation and Conflict Resolution, The Grantsmanship Center’s grant writing boot camp, The Croatan Institute’s series on Crowdfunding, Compass Point’s Instructional Design, OTTER participant based training techniques, Six Pillars of a Rural Development Specialist, and Facilitative Leadership for Social Change as well as ongoing water and wastewater technical, managerial and financial professional development. She also has her SWANA certification in Integrated Solid Waste Management.

Wade Hanson joined RCAP Solutions in 2022. His experience includes over two decades of planning, development, and community involvement within the state of Maine. He brings both community and economic development knowledge which includes Tribal administration and planning. Wade’s extensive background also includes real estate brokerage and code enforcement. Education: Liberal Studies, University of Maine, Orono, ME; Civil Engineering Tech, University of Maine, Orono, ME. Certifications: Local Plumbing Inspector, Building Standards, Shoreland Zoning, Land Use Law.

Amanda joined RCAP Solutions in April 2025. She is a seasoned professional engineer with over 8 years of experience in wastewater treatment and collection system planning, design, and compliance. She previously worked at Woodard & Curran, where she led multidisciplinary teams in various projects, ensuring regulatory compliance and operational efficiency. Amanda’s expertise included conducting needs assessments, developing financial strategies, and providing technical assistance to support community-driven water and wastewater infrastructure projects.

In her role, Amanda was instrumental in planning and executing significant projects such as the $4.5 million rehabilitation of the Acton Wastewater Treatment Facility and the $17 million upgrade of the Warren Wastewater Treatment Facility. She had extensive experience in regulatory compliance, infrastructure financing, and stakeholder engagement, working closely with municipal staff and operators to enhance system sustainability.

Amanda holds a Bachelor of Science in Civil Engineering with a minor in Environmental Engineering from Rose-Hulman Institute of Technology. She is a licensed Professional Engineer (PE).

David Tortora joined RCAP Solutions in March 2024. His experience includes working as a water operator at a treatment plant in Connecticut, providing clean drinking water to over 50,000 residents. In addition, David has held positions as a parks and recreation supervisor for a city in Montana, as a program coordinator at AmeriCorps VISTA, and as an environmental scientist. David is an avid traveler and has performed volunteer work in countries such as Cambodia, Thailand, and Australia. In his current role as Community Specialist, David works with rural communities in the state of Maine, providing technical assistance and training to their water and wastewater departments. David holds a Bachelor’s Degree in Geoscience with a Minor in English from the University of Connecticut and a Graduate Certificate in Sustainable Food Systems from Harvard Extension School.
