Position Summary: The RAFT Payment Team Lead will provide direct programmatic payment oversight of the RAFT program payments to support productivity and assist the RAFT Manager with training within the team. Oversight will include assisting all RAFT Specialists and working directly with RAFT Manager and Deputy Director of Financial Services. Management support will include providing information, determining eligibility for the RAFT programs, approving and processing RAFT Applications for payment, brief counselling and some case management assistance. The Payment Team Lead will be heavily involved in evaluating eligibility for RAFT with applicable funding. The position will allow for referrals, as necessary.
Key Responsibilities:
- Work with RAFT Specialists to determine eligibility.
- Review client’s application, matching information from application to HAPPY to ensure the information listed is accurate to proceed with payment processing.
- IRS Tin Match – All W-9s provided by landlords are to be verified using the IRS Tin Match Service to ensure documentation provided matches the IRS.
- Actively working in HAPPY Software to determine applicant’s payment activity, available funding and determine revolving year for eligibility.
- Maintaining EOHLC goals and expectations surrounding payment processing accuracy and timelines.
- Ability to assist and/or address landlord and clients with escalation calls regarding but not limited to application inquiries, required documentation, timeframe, approval letters, etc.
- Provide back-up support for RAFT data management and reporting. (Pending Payment Report in Happy and E2E) Work collaboratively with Quality Control.
- Assist with RAFT Application processing (small case load, urgent cases).
- Ability to review and provide support for client entry information into all relevant databases including HAPPY, E2E Salesforce Portal for checking RAFT Specialist attention to detail and accuracy.
- Provide support to the HCEC Triage Team with the RAFT Call Queue (on designated dates).
- Provide payment review and entry process into E2E Case Management System and HAPPY system.
- Support RAFT Manager with communication to staff about programmatic changes and training.
- Participate in funder meetings as required and provide information, as necessary.

Experience Requirements:
- Minimum of two (2) years of experience in human services or case management, or direct knowledge of housing stabilization programs.
- Excellent attention to detail, organizational skills, and the ability to handle multiple projects simultaneously.
- Strong communication skills and the ability to work collaboratively with internal staff, leadership and stakeholders.
- Must be able to effectively communicate with individuals from diverse backgrounds.
- Ability to maintain accuracy while meeting all deadlines; must be detail-oriented and organized with the ability to prioritize; and attend/participate in meetings presenting a team player approach.
- Create a safe, supportive environment for all clients and visitors, along with maintaining excellent customer service skills.
- Excellent time management, organizational, and communication skills.
- Possess a high level of attention to detail and accuracy. Able to maintain confidentiality.
- Proficiency in Microsoft Office, including Word, Excel, and Outlook, along with software systems.

- Bilingual skills (English/Spanish) preferred but not required.
Education Requirements:
- High school Diploma or equivalent.
Certifications or Licensures:
- Must possess a valid Driver’s license and have reliable transportation.

Working Conditions/Physical Requirements:
- Typical onsite office settings include the ability to spend extended hours sitting and using office equipment and computers.
- Move regularly from sitting to standing position as well as frequently bending to file and print documents.
- Ability to work on repetitive tasks and use fine motor skills to handle and control objects.
- Ability to use earpieces or headphones. Speak, listen, and understand others.
- Occasionally lift 15 to 30 lbs
