USDOT Thriving Communities Program: Towns in Maryland Reshape Their Transit
Funded and supported by the U.S. Department of Transportation (USDOT), the Thriving Communities Program (TCP) is a national initiative that provides technical assistance and capacity-building support to help under-resourced communities access federal infrastructure funding and implement projects aligned with local priorities around transportation initiatives.
RCAP Solutions is proud to serve as the lead capacity builder under this program for Maine and Maryland, working directly with rural communities to bring these goals to life.
In October 2025, RCAP Solutions hosted a site visit and stakeholder meeting in Garrett County, Maryland – highlighting our first-ever projects in The Old Line State. Our multi-year technical assistance initiative is designed to advance innovative transportation solutions that improve connectivity and access, while laying the groundwork for long-term economic revitalization through strategic infrastructure investment.
