The training includes an overview of general utility operations, asset management, and capital improvement costs, as well as the steps needed to develop a rate structure that secures resources for long‑term operation and maintenance. Key steps include collecting data from actual financials, usage, and billing to estimate reserve accounts, base rates, flow rates, and loading. Board members, operators, managers, accounting personnel, and support staff are encouraged to attend.
