Relocating with Your Voucher (Moving & Portability)

“Portability” is the process that allows Housing Choice Voucher (HCV) holders to transfer or “port” their rental subsidy to a new agency or location outside of RCAP Solutions’ service area (Central Massachusetts) – including out of state.

The service area for our voucher programs extends across the entirety of Worcester County and a handful of the surrounding towns.

Relocation/Moving

Relocation/Moving occurs when a current RCAP Solutions voucher holder wishes to move to another apartment within RCAP Solutions’ jurisdiction (Central Massachusetts).

If you want to move to another city or town within Central Massachusetts with your Section 8 voucher, you should discuss your individual circumstances with your program representative as soon as you decide to move.

Portability-Out (commonly known as “Port-Out”)

Portability-Out (commonly known as “Port-Out”) occurs when a current RCAP Solutions voucher holder wishes to move outside of RCAP Solutions’ jurisdiction. You may use your Housing Choice Voucher anywhere in the United States with an agency in that location offering the Section 8 Housing Choice Voucher Program

  • If you wish to Port-Out, you must contact your program representative in writing to advise of the request.

  • Your program representative will determine if you are eligible.

    •  

  • Applicants must have received their voucher and lived in RCAP Solutions’ jurisdiction when they were pulled from the waiting list.

  • If eligible, you must give your landlord notice of your intent to vacate in accordance with your lease.

    •  

  • If eligible, your paperwork will be emailed, mailed, or faxed to the new housing agency.

    •  

  • Once your paperwork is sent to the new agency, you must follow all their policies and rules.

Portability-In (commonly known as “Port-In”)

Portability-In (commonly known as “Port-In”) occurs when a current voucher holder from another housing authority wishes to move inside RCAP Solutions’ jurisdiction.

  • If you wish to Port-In, you must contact your current housing agency that administers your Section 8 voucher.

    •  

  • Your current housing agency determines if you are eligible to move to RCAP Solutions’ jurisdiction.

    •  

  • You will work with your current housing agency to ensure that RCAP Solutions receives your portability paperwork.

    •  

  • Once your portability paperwork is received, you will be contacted by RCAP Solutions for an intake appointment.
