Proposed Legislation Would Enable Statewide Drinking Water Protections and Financial Assistance for Massachusetts Households With Private Wells

It’s time to promote equitable access to safe, clean drinking water across the state!

Right now, many Massachusetts residents who rely on private wells are consuming water that may be unsafe. Over 500,000 people throughout the Commonwealth rely on these wells, yet there are no statewide regulations to ensure private well water is safe from harmful contaminants such as PFAS, arsenic, radon, uranium, and more. In contrast, public water systems are regulated by the state and are subject to routine monitoring.

In January, Senator Jamie Eldridge, Representative Dan Sena, and Representative Smitty Pignatelli filed legislation which would provide equitable access to safe drinking water for all Massachusetts residents – regardless of where they live and what their financial resources are.

An Act Promoting Drinking Water Quality for All (S.482/H.902) would enable the Massachusetts Department of Environmental Protection (MassDEP) to develop regulations which would provide minimum statewide water quality standards for private wells supplying drinking water.

The regulations themselves would be developed by drinking water experts at MassDEP, likely in consultation with a technical advisory group and with a process for public input. To maximize public benefit, the bill would require MassDEP to evaluate practices to minimize the paperwork burden for affected parties.

In addition, the bill would expand the existing MassHousing Septic Repair Loan Program (SRLP) to provide low-income homeowners with access to financial assistance to remediate contaminated private wells.

This legislation closes an important gap in access to safe drinking water.”

RCAP Solutions and The Health Foundation of Central Massachusetts are working together to improve access to safe drinking water for private well owners. From 2020 to 2022, the Private Well Program to Protect Public Health, which has received nearly $1.5 million in grant funding from the Foundation, has conducted over 500 water quality tests across several Massachusetts towns and found that approximately 32% of wells had levels of contaminants exceeding state health standards and/or suggesting potential health risks. The Coalition for Safe Drinking Water was recently formed as a way to engage a wide range of stakeholders in working together to ensure safe drinking water for all Massachusetts residents.

Brian D. Scales Named Permanent President & CEO of RCAP Solutions

Mr. Scales was named Interim President & CEO in March of this year, assuming all responsibilities upon the retirement announcement of Karen A. Koller, CAE, after 21 years of service.

RCAP Solutions Hires Business Opportunity Specialist

RCAP Solutions is pleased to announce the addition of Madison Wellman as Business Opportunity Specialist, managing the Open for Business program, a new economic development initiative providing support to small businesses and aspiring entrepreneurs.

Mr. Wellman comes to RCAP Solutions with a diverse background in economic development, nonprofit management, sales, research, and communications. He has experience working in the political arena, as well as with small business startups, which provides him with a unique understanding of diverse business and community challenges.

Wellman served as the Regional Representative for Congressman Antonio Delgado in Oneonta, NY and Delhi, NY, where he worked closely with constituents from diverse backgrounds, including both nonprofit and for-profit enterprises, and municipal government officials. In this role, he met with project stakeholders to discuss issues such as funding resources, grant opportunities, small business concerns, and agricultural issues. He also has experience launching new offices with Bright Drive Healthcare Solutions, where he identified suitable offices spaces, negotiated with realtors and property owners, and addressed other logistical start up challenges. Prior to this, he managed economic development projects at the town and county level for both Schoharie County and the Town of Schoharie, NY. Wellman earned a Bachelor of Science degree in International Business and Economics from Canisius College of Buffalo, NY.

The Open for Business program is funded by Wells Fargo and offers self-guided online workshops, monthly webinars, and one-on-one consulting. This program offers education on a wide-variety of business concepts and caters to the specific needs of many rural, disadvantaged, and minority-owned small businesses. Topics include business law, business planning, marketing, financing, and accounting. These services are provided at no cost, in both English and Spanish, and are coordinated by our national affiliate, the Rural Community Assistance Partnership (RCAP), to provide services to small businesses across the country. Mr. Johnson received his Bachelor of Science in Civil and Environmental Engineering from Northeastern University in Boston, Massachusetts. Johnson’s promotion comes after serving six years at the organization as Vermont State Lead.

Johnson has over 20 years of experience in the drinking water field. Prior to joining RCAP, he worked as a water quality engineer at a large, investor-owned water utility in California and before that as a water operator for a small municipal utility in Maine. In his previous role as Vermont State Lead, Mr. Johnson acted as the primary liaison to state primacy agencies and funding officials and provided direct technical assistance to small water and wastewater systems.

“Being able to work directly with Vermont communities on challenging water and wastewater issues has provided me with some of the most rewarding experiences of my career” said Johnson, “RCAP Solutions continues to broaden its impact yet remain flexible amidst a myriad of challenges being faced by rural America. RCAP Solutions Hires Residential Loan Fund Manager

RCAP Solutions is pleased to announce the addition of Ashur Gurbuz as Residential Loan Fund Manager, providing Home Modification Loan Program services to residents in the Central Massachusetts region. Mr. Gurbuz comes to RCAP Solutions with a diverse background in lending, banking, real estate, customer service, and management gives him a solid understanding of this critical housing program and the challenges that his clients may face.

Gurbuz served as a Loan Officer for JG Wentworth Home Lending, where he provided a variety of housing loans to his customers, providing step by step guidance and customer service throughout the entire process of the loan. He also has experience as a Realtor with Coldwell Banker Residential Brokerage, where he assisted customers in buying or selling real estate, acted as a trusted resource for answers about the real estate process and supported customers through the closing process. Prior to this, he was a Branch Manager at Santander Bank where he received the “Top Performer Award” for customer satisfaction, and Assistant Vice President at Bank of America, where he was ranked nationally for his sales and relationship management skills.

The Home Modification Loan Program distributes financing to disabled persons and their families, to make structural and accessibility improvements to homes, allowing individuals to remain safely independent. Funds are delivered through a state-funded loan program of the Massachusetts Rehabilitation Commission in collaboration with the Community Economic Development Assistance Corporation (CEDAC). RCAP Solutions is the direct administrator of this program for all of Worcester County and parts of Norfolk and Middlesex Counties.

“Mr. Gurbuz is a great complement to the Home Modification Loan Program,” said Lovette Chislom, RCAP Solutions Director of Housing Counseling & Financial Services. “I believe it is critical for our lending staff to be able to draw on their experience to help ensure the satisfaction of our clients. This program has experienced a high volume of interest this year as caregiving families would like to keep their loved ones at home due to concerns around the pandemic. Ashur Gurbuz earned a Bachelor of Arts degree in Sociology from Assumption College in Worcester. Mr. Gurbuz is a licensed Real Estate Agent, a HUD Certified Housing Counselor, and a holds a Mortgage License, which makes him well qualified to handle a variety of homeownership issues that may arise during the lending and construction phases of the program.

The Home Modification Loan Program is part of The RCAP Solutions Housing Consumer Education Center, the organization’s front door to the public for all housing and emergency assistance programs. This includes financial and economic assistance programs such as Residential Assistance for Families in Transition (RAFT), Emergency Rental and Mortgage Assistance (ERMA), and HomeBASE. There are also education and training programs, such as first-time home buyer and financial empowerment classes, and counseling support including pre and post homebuyer services and landlord/tenant assistance.

Join us for the 2021 Virtual Drinking Water Festival!

Concord, NH – Over the past three decades, thousands of students have learned about protecting water at the New Hampshire Drinking Water Festival. This year the Festival is virtual and kicks off today! The 2021 Virtual Festival also includes the third annual Poetry Contest for third, fourth and fifth graders, making this a STEAM (Science, Technology, Engineering, the Arts, Math) educational opportunity.

The 2021 Virtual Festival is packed with over 40 videos and activities that connect with student’s daily lives and explore how to keep water clean. Major themes include the water cycle, watersheds, groundwater, wildlife, the human water cycle, Water Heroes (career fields) and the Poetry Contest. Engaging lessons range from calculating a personal water footprint to finding costly silent toilet leaks and learning how caddisflies stabilize streambeds against erosion. The online lessons and activities are designed for students in third through fifth grades, but with the timeless importance of clean water, students in other grades (and adults) can benefit from them as well. All materials are free and openly available. Students participating in the Poetry Contest should submit entries by April 30, 2021.

Private Well Program Addresses Well Issues in North Central MA

RCAP SOLUTIONS LAUNCHING PRIVATE WELL PROGRAM TO ADDRESS WELL ISSUES & CONTAMINATION IN NORTH CENTRAL MASSACHUSETTS

 

Worcester, MA – RCAP Solutions is launching the North Central Massachusetts Private Well Program to address drinking water issues in the Northern Central Massachusetts area. The program will include complimentary assessments and testing to identify contamination, provide public education, and work with local Boards of Health and other partners to promote better public health and safety for households with private wells through local and statewide regulations.

RCAP Solutions is seeking local homeowners with private wells who are interested in learning more about the quality of their water and the condition of their wells. Unlike public drinking water systems, private wells do not have experts regularly checking the water’s source and its quality before it is sent to the tap. Households that use private wells should take appropriate steps to ensure the safety of their drinking water. Potential contaminants such as arsenic, radon, and uranium can have both short and long-term health impacts.

The RCAP staff will provide qualifying homeowners in the north central Massachusetts area with a free, on-site professional review of their well head and recharge area. The staff will adhere to strict social distancing practices to keep the homeowners safe during the coronavirus pandemic. The assessment will conclude with a complimentary water test from a state-certified lab, which otherwise can be a costly and time-consuming procedure. The water quality analysis will test for the following contaminants: Arsenic, Chloride, Copper, Fluoride, Hardness, Iron. Lead, Manganese, pH, Sodium, Coliform Bacteria, Nitrate/Nitrite, Radon, and Uranium. Interested homeowners can visit www.rcapsolutions.org/ma-private-wells for additional information.

The Central Massachusetts Private Well Program is a community partnership funded by a $196,150 Synergy Initiative planning grant from The Health Foundation of Central Massachusetts. The goal of the program this year is to assess a minimum of 20 private wells in the northern Worcester County area to determine the presence and location of water quality issues to inform the development of a pilot project in 2021 that will conduct additional private well water testing in the region. The second phase of this effort will include public education, advocacy for local and statewide private well regulations that better protect homeowners and communities, and identification of financial resources for homeowners needing well remediation.

In addition, RCAP is collaborating with the Massachusetts Department of Environmental Protection and ongoing efforts to address per- and polyfluoroalkyl substances (PFAS) in drinking water.
