Karen joined RCAP Solutions in 2001. With nearly two decades of community development and non-profit
organization management, she is adept at creating and implementing strategic plans; board development;
fiscal management; and workforce and economic development. She is a member and past president of the board
of the Rural Community Assistance Partnership, Inc., president of the Massachusetts Non-Profit Housing
Association, and a board member of the National Rural Housing Coalition. Karen earned a bachelor’s degree
at Medaille College in Buffalo, NY, an MBA at Western New England College, and is a Certified Association
Executive, American Society of Association Executives, Washington, DC
Paul A. Teixeira

Paul joined RCAP Solutions in 1985, and has extensive experience in
all aspects of property development and management, including
oversight of property management portfolios, properties in
development and potential property development opportunities.
He earned his bachelor’s degree at North Adams State College
in North Adams, MA. Additionally, he is certified as an
Assisted Housing Manager by the U.S. Department of Housing and
Urban Development, and as a Non-Profit Housing Management
Specialist by the Consortium for Housing and Asset Management.
Richard N. Watkins

Rick Watkins joined RCAP Solutions in the fall of 2006, bringing
with him more than 25 years of human resources management experience
with several companies, including Fulflex, Inc.; Vermont Medical, Inc.;
Bridgeport Metal Goods; and Schleicher & Schell. Most recently, Rick
served as Director, Human Resources for Holstein Association USA, Inc.
in Brattleboro, Vermont, a nonprofit industry organization with 35,000 members.
Rick has a B.S. in Business Administration/Psychology from the University of Akron (Ohio).
Rebecca Coffin
Director of Finance and Grant Management

Becky joined RCAP Solutions in 1998, and has served the
organization in the roles of Staff Accountant, Senior Staff
Accountant and most recently as Accounting Manager.
Becky holds a Bachelor of Science in Business Administration
from Nichols College and a M.B.A. from Anna Maria College.
Donna Warshaw
Executive Director of Financial Services

Donna Joined RCAP Solutions Financial Services in 2007. She
is a former member of RCAP Solutions Board of Directors for four
years. For more than twenty years, Donna Warshaw has worked in
banking and finance related to commercial and real estate
operations and to economic development. Since 1997, she has
served as director for economic loan development at the North
Central Massachusetts Development Corporation in Leominster,
where she administers a revolving loan pool funded by a
Community Development Block Grant from the U.S. Department of
Housing and Urban Development, and Mass LandBank. Her prior
experience includes management positions at BankBoston and the
Worcester County Institution for Savings. Ms. Warshaw is active
in a wide range of civic activities, and has served on the board
of United Way of Central Massachusetts, as board president of
the Rape Crisis Center of Central Massachusetts, and on the
board of the Greater Gardner Community Development Corporation.
Karen Anderson

Karen joined RCAP Solutions in 2006 as a Grant Writer. She
has worked as Executive Director, Independent Consultant,
Program Manager, and Project Lead in various fields since 1977
including program design, planning, development, execution and
evaluation; organizational communications; resource development;
speech, scholarly presentations, proposal and marketing
materials composition and design; and management information
systems including process, flow and efficiency analysis. Karen
has a Bachelors degree in Information Systems from the
University of Redlands in California and has completed
coursework and an internship toward a master’s degree in
communications with an emphasis on information dissemination.
Scott Mueller

Scott joined RCAP Solutions in 2000. He has expertise in the
development of water supply and wastewater projects;
economic development planning; infrastructure project
planning; project management; grant writing and funding
acquisition; community development planning; land use; and
environmental planning. Scott earned his bachelor’s at St.
Lawrence University in Canton, New York; and a master’s degree
in landscape architecture at the SUNY Environmental School of
Forestry.
Donald P. Schwartz
District Director, Region 1 (New Jersey, Pennsylvania,
Puerto Rico, U.S. Virgin Islands)

Don joined RCAP Solutions in 1991, and has experience in
community drinking water and wastewater planning
(centralized and decentralized); public education; financial
management and rate setting; and income surveys. He is on the
boards of the Pennsylvania Technical Assistance Center for Small
Water Systems; and the Juniata Clean Water Partnership. Don
earned his bachelor’s degree at Cornell University; and a
master’s in aquatic science from Oklahoma State University.
Judy Concemi
Director of Property Management

Judy, who has been with RCAP Solutions since 1989,
is responsible for oversight and operations of nine HUD 202
properties, low income housing that serves approximately 325
families, and one condominium association. She holds a BA in
psychology from William Smith College (Geneva, NY), and
certified HUD Assisted Housing Manager; certified Nonprofit
Housing Management Specialist by The Consortium for Housing &
Asset Management.
Sukhwindar P. Singh
Director of Education and Training

Sukhwindar joined RCAP Solutions in October, 1994 after
previous experience as a Training Specialist with the National
Environmental Training Center for Small Communities at West
Virginia University. Ms. Singh has also served as a secondary
educator in chemistry and has prior research expertise in the
area of organic chemistry. She presents an unusual blend of
technical science and training skills useful in a variety of
settings and leadership roles. She has the following
certifications: Class 1-S Certified Wastewater Package Plant/
Pond and Sand Filter Operator; Solid Waste Operator & Compost.
She is a member of the Central Pennsylvania Water Quality.
Sukhwindar holds a bachelors degree in Chemistry for the
University of West Virginia and a master’s degree in Synthetic
Organic Chemistry and Biology from The University of Toledo,
Ohio.
Frank Emmick
Director of Grants and Contracts

Frank Joined RCAP Solutions in 2004 following ten years with
Rural Community Assistance Corporation as a program coordinator
and contract specialist. Frank has served on advisory boards and
task forces and the Rural Community Assistance Partnership
(RCAP) new programs committee. Frank has more than 30 years
experience with direct or shared responsibility for
organizational development including client services, public
relations and publications, policy development and
implementation, grant writing, staff development and
supervision. He currently manages grants and contracts with
total budgets exceeding $2 million annually and supervises
staff. Frank holds a B.A. Sociology, University of Kansas; and a
M.A., Sociology, University of Connecticut.
Kimberly Thomas
Communications and Marketing Manager

Kim joined RCAP Solutions in April of 2007. Kim has held
several positions in communications, sales and marketing,
business development, special event management and executive
level support systems. Her focus is on marketing and community
outreach in support of our strategic activities and community
development initiatives and promoting the mission and work of
RCAP Solutions.
Edward Berte

For many years prior to joining RCAP Solutions in 1999, Ed
owned and operated a year-round remodeling service for
residential and commercial properties. His previous
experience includes responsibilities for general maintenance
of approximately 80 properties; preparing properties for sale
(which included carpentry, drywall, plumbing, and electrical
work) and coordinating repair work with plumbers, electricians
and mechanical contractors. Ed holds an Unrestricted
Massachusetts Construction Supervisors License (License #054262).
Shelley Welch
Operations Manager

Shelley joined RCAP in 2006. Shelley has over ten years
experience in business management and process coordination.
Shelley supervises a team of five which includes such diverse
components such as information technology and custodial duties.
She is adept at process coordination and is currently reviewing
our internal controls. Shelley holds a bachelors degree in
counseling from Shaloam College in Des Moines, Iowa.
