RAFT Program Specialist – Worcester, MA

RCAP Solutions is currently seeking a qualified individual to join our HCEC Team as the RAFT Program Specialist at our Client Resources Office in Worcester, MA. The position will be our front-line contact person for clients that may be eligible for the RAFT Program. The RAFT Program Specialist is responsible for assisting clients to access RAFT funds and then to manage the distribution of those funds. The case management will require knowledge on a wide range of housing issues including but not limited to tenant and landlord issues, homelessness prevention, apartment search and tenancy preservation. Safe Drinking Water/Environmental Technician – Massachusetts

Primary responsibilities include providing services under the EPA Safe Drinking Water Act and Clean Water Act, Training and Technical Assistance Program for small public water systems and private well to achieve and maintain compliance with federal and local regulations and could additionally administer Training and Technical Assistance for small publicly owned water and wastewater systems and individual well owners to maintain and improve as necessary water quality. HCEC Housing Counseling Case Manager – Worcester, MA

RCAP Solutions’ Housing Consumer Education Center (HCEC) is a state-funded program which assists families with limited income to avoid homelessness. The Housing Counseling and Stabilization Case Manager is directly accountable to provide housing counseling information and referrals, housing search, as well as direct stability support services to program participants of the HCEC and HomeBASE programs; in assisting with intakes, referrals, case management, workshops, and outreach and special projects. HomeBASE & Secure Jobs Case Manager – Worcester, MA

The purpose of the HomeBASE & Secure Jobs Case Manager (HBSJ Case Manager) position is to assist families in shelter or otherwise displaced, with limited resources, move into stable housing, and find work or assist with schooling. The HBSJ Case Manager is responsible for providing re-housing and stabilization case management services to participants in the HomeBASE program. The HBSJ Case Manager is also responsible for assessing the participants needs who are enrolled in the Secure Jobs Program and providing resources to help them accomplish their goals. Intake Coordinator – Worcester, MA

The Intake Coordinator is responsible for data entry and maintenance of the Rental Assistance Waiting Lists. The Intake Coordinator also determines and documents the current eligibility status of each applicant in accordance with DHCD and HUD regulations and establishes and maintains special programs (JRI, FUP, COC, RAD, VASH and DMR) applicants, according to program specific rules and regulations. The Junior Program Representative will be expected to work toward knowledge of Rental Assistance policies and procedures. The goal of the Junior Program Representative is to demonstrate working knowledge by maintaining an increasing caseload over a one to two-year period. Maintenance Technician – Central MA

The Maintenance Technician is to maintain the physical integrity of the community in which he/she is assigned, reporting to the Maintenance Supervisor. This involves ensuring a safe, secure, and comfortable living environment for residents, visitors and staff at all times. Property Manager – Central MA

The primary role of the Property Manager is to provide quality service to our residents and our communities; effectively market and monitor the physical apartment community, its residents and meet the financial objectives of the Property Owner and Management Agent, as well as maintain all applicable outside agency standards and requirements. Portability & Relocation Representative – Worcester, MA

The purpose of the Portability & Relocation Representative is to enhance and streamline port clients and relocation within the HCV programs. The individual in the role must have an understanding of HUD regulations but also be able to research guidelines of applicability when transferring to other states. An in depth understanding of overall file process within the RAA’s and working in partnership with HQS department, finance when applicable and general program representatives as needed to provide support. Resident Service Coordinator – Central MA

The primary function of the Resident Service Coordinator is to enhance the quality of life for residents by providing education and access to benefits and services, while at the same time empowering them to remain as independent and self-reliant as possible. The Resident Service Coordinator acts as a link between residents and outside service providers and agencies, and makes referrals as needed and permitted by residents to enhance their physical, financial, social, and mental well-being. Staff Accountant – Worcester, MA

RCAP is currently seeking a highly motivated and qualified individual to join our accounting team located in our Worcester, MA office. The staff accountant will maintain general ledgers and subsidiary journals related to one or more funds through trial balance. The staff accountant will be responsible for rental assistance billing, cash management, and other monthly accounting processes. State Lead – Vermont

Responsibilities include leading programs and staff in the assigned state(s) to provide training and technical assistance to small communities, drinking water, and wastewater systems to help them achieve and maintain compliance with state and federal regulations including the Safe Drinking Water Act and the Clean Water Act. The position will act as the primary liaison to state primacy agencies and federal funding officials in providing direct technical assistance and training to rural communities and small water and wastewater systems. The position requires a self-motivated, personable leader who can understand the challenges associated with the operation and management of small systems and who is able to identify, communicate, and execute effective solutions in collaboration with local partners and community leaders to work toward long term community and system sustainability. Well Assessment Specialist – Central MA

The Well Assessment Specialist (WAS) will work in the community as an RCAP Solutions representative. The WAS is responsible for making arrangement with assigned private well owners to sample their well water, perform a site inspection and report back to the owner with a detailed well assessment based on the site visit and the sample results. Workforce Development Manager – Worcester, MA

The role of Workforce Development Manager will lead programs supporting workforce planning, client skill building related to competencies and client growth/ development with the idea of personal growth for growth for a more stable future and enhanced skillset. This professional has oversight of such programs as FSS (Family Self Sufficiency) and SNO Mass programs, partnership with MassHire but will look to support bringing on additional programs through funder opportunities or otherwise to enhance the platform and concept of job readiness.
